What you need:
a Steam account.
How to:
This is what you do, go into a random server, vacced or nonvacced.
And add every single person to your list.
Then after they accept, some may ask you Who are you?
Whatever you do, your first message should be either
Hi and then what im about to write.
Or just this:
We apologize for any inconvenience, but due to an email we recently received from: *InsertAnyEmailHere* we are obligated to contact you. The account has been reported stolen by the alleged original account holder. Steam does not take these types of issues lightly. To clear up this incident and close this case labeled dispute No. 7632143 we need to verify either a CD key or a username and password. If you cooperate completely and your account is verified successfully you will receive a game of your choice at the price of $19.99 or lower for your trouble. Again we apologize for any inconvenience. If this information is not submitted within 24 hours of this request your account may be disabled permanently.
Now. They will either:
1. Give info right away.
2. Delete you
3. Say a stupid answer and delete you.
4. Ask questions like:
how do I trust you?
z0mgz idk if i shud do it
well, u c im only 12 n my parent wnt let me do it.
This is when you say
Well, I am sorry to bring you the bad news, but we have to close your account.
At this point, they are shitting their diapers.
So they will either give you the account after some questions that you answer *KIND OF* honestly.
or Give you CD Key.
When they give you CD key, you say
Verifying...
Then say
Well, CD Keys are innacurate, so it says the account is stolen. Im sorry but I will have to terminate your account.
NOW they really say
WAIT
USERNAME/PASSWORD
(By the way, say the need to input it as Username/password so the system can recognize it)
Then you hax.
It seriously works.
Enjoy!
Also, if you were to post this tutorial elsewhere, give me credit.
