Ok the title says it all. this is a cool way to get a background effect (like in my sig) without having to download any brushes.

•to begin make a 500 x 500 document.
•fill it with black.
•add 4 lense flares to the pic and make sure they're spread out. (filter>render>lense flare)

•heres what i have so far: http://www.onlinegamelinks.net/images/tut%20pic%201.jpg

•now add a chrome effect with 10 detail and 0 smootheness. (filter>sketch>chrome)
•duplicate the layer until you have 6 layers.
•on the top layer apply a wave with the following setting (filter>distort>wave).
Wave Generators:50
Wavelength: Min:500 Max:700
Amplitude: Min:500 Max:700
Horizontal:1%
Vertical:5%
Wrap around
•next layer down do the same thing except horizontal is 5% and vertical is 1%.
•Next layer same thing except horizontal is 10%.
•Next layer same thing except horzontal is 1% and vertical is 10%.
•Next layer do a twirl at 150 degrees. (filter>distort>twirl)
•Next layer is the same thing but with -150 degrees.
•set all layers blend mode to lighten.

•heres what i have so far: http://www.onlinegamelinks.net/images/tut%20pic%202.jpg

•Shift+control+e to merge all layers.
•control+u to colorize it make sure you hit the colorize box.

•Well were done here is what i got: http://www.onlinegamelinks.net/images/tut%20pic%203.jpg

•to get the color i got put the hue at 105 and the saturation at 40.

•to get it to a sig take the rectangular marquee tool and set the mode to fixed size and put the setting to 500x100 (or whatever size you want your sig to be) and select the part of the pic you want.

well hope you liked the tut. try messing around with the options to get it how you want it.

Looks like some random brushing with a filter on it if you ask me. I could duplicate the same thing without all your steps by just messing around -.-
