EDIT: I fixed the shape a bit and changed the white to real white instead of that clammy greyish color.
Ok then.
Step 1. Draw the outline of your eye. I drew this outline using the pencil tool set to curve not straighten, ..

Then create a new layer above this one and put a black pupil somewhere in the eye.
Step 2. Make a third layer, and put it in between the two layers already there. Select the circle tool and set it to black outline and no fill, then make a circle around the pupil.
Step 3. Select the fill tool, and in the color mixer on the right hand side, change it from solid to radial. Make the radial 3 colors, and make them (from left to right)#3D899C, #72AAB8, #364D7E. The left color should be all the way left, and the middle color should be about a centimeter away from the right side, and the right color should be all the way right - the color mixer should look similar to this: http://img384.imageshack.us/img384/9494/eye57gg.png

Step 4. Make a new layer, and put it above all three other layers.
Select the circle tool again, and set the fill to white. No lines.
Make a small circle on the edge of the blue part of the eye, a small circle.
Select the circle and go to Modify > Shape > Soften Fill Edges - Set it to
10 - 20 pixels, depending on how big your eye is, and 20 steps.
