Well, got bored, figured that i might make a sig tutorial...
This tutorial is mainly for PS CS2 but it can also work on older versions (although that i have only tried PS 6.0, PS CS and PS CS2)
For this tutorial ill use this image as the image which from the sig is being made from : http://img125.imageshack.us/img125/6286/7nidhivetyrant7rd.jpg (image taken from www.games-workshop.com)
ok, first step you crop the image part that you want to make a sig from (note that this applies to any image)

now you change its color (ctrl+u) to whatever you want, later on you can change the color again by making it grayscaled and choosing a different color.

i chose an orangey-browny color (make sure that the "colorize" box at the bottom of the window is marked)
now you duplicate the original layer and make it grayscaled by lowering the saturation to the lowest (you could have dont this before the 2nd step btw) and apply a gaussian blur filter to the layer with these settings :

the result should be (when the blending mode is set to overlay) :

sometimes its needed to either brighten or darken the blurred layer (an easy way is pressing ctrl+u and lowering the brightness meter or increasing it, depends on what you want to do) in this case i decided to brighten it :

the next step is adding other brushes that come with photoshop, the file is called "natural brushes 2" whatever the file extension is, i prefer to use one of these 3 brushes for stuff :

the reason that you need those brushes is that its needed for the next part
craete a new layer, use the paint bucket tool and paint it black, change its blending mode to "Liner Burn" (not available in some photoshop versions so you will need to mess around with the blending mode after finishing this part, if that blending mode isnt available in the photoshop version that youre using set it meanwhile to "Screen") and choose the textureizer filter, for those of you that cant find it :

and use these settings :

(sometimes its needed to change the relif to 10)
now choose either the 118,64 or 20 brush (depends on what fits your sig size) make sure that the color is set to white and use the brush on the middle of the sig and slightly the edges until that the image is fairly clear, the result should be something in this style :

now change its color to whatever you want, i chose orange :

now to touch it up alitle bit choose either the 118,64 or 20 brush,create a new layer, change its blending mode to overlay and go over the parts that you think need to be darker or brighter, in the case of this sig the result was :

now for the final part of making the frame, add another layer, paint i black, switch blending mode to "screen" double click it and add the stroke filter with these settings :

and last part a 2ndry frame (not really needed) :

change the color to whatever you want and mess around with the settings untill that you reach the desired result
the finished sig is :

you just add your name wherever you want.
note : im aware of the spelling and grammar errors in this post, too lazy to fix them. (well, some might be typos but you get the point)
