Yes, yes it does. But not spam, that will get you infractioned, banned, or your posts will be deleted and you will have to start over.
EDIT: mr.mcstick, the dropdown bar I think you are reffering to is "file"
EDIT:
When you are saving the animation, you see underneath where you type the title it says .piv? Click the arrow on the side of that bar and then click .gif.

Did you even read the tutorial? YOu don't need 20 posts unless you're posting nothing but a URL. If you press the http://www.stickpageportal.com/forums/images/editor/insertimage.gif button or put on one side of your URL and on the end, you can post your animated GIF without 20 posts.

Well then dude, you probably have your fps too high, remember the maximum .gif can handle is 17 fps. it doesn't go faster than that.

Dude, why don't you make an animation of that image? It's a little tutorial for YOU!

1. Create the animation.
2. Send it to StickpagePortal.
3. Search for The Pirate in the search box down at the bottom of the page in the flash portal.
4. Write a thread to The Pirate via 1 of his movies telling him to watch your movie.
5. Tell him the name so he can look it up(try not to make it too obvious that your trying to annoy him, or he won't watch it.).
6. Make sure you do NOT put any comments or descriptions about the movie.
7. Put in the image of the part BEFORE the sticks start talking.
8. Have fun annoying the heck out of The Pirate!

I think so. If it doesn't ask you for them then your version doesn't have it; you don't need to go searching through all the settings to try to find it. I'd be surprised if there isn't something similar though. You might get asked for fps.

I know this is the wrong section, but a lot of people are asking this, and they ask here first. so it would be nice if you could sticky this maybe?

1. Save your pivot
2. now save it as a .gif, by clicking the drop down bar, under where you type in the name of it.
3. This box will pop up. for best results, uncheck merge. for frame delay, put 6, and shrink frame do 2.
4. Now, go to www.imageshack.us (http://www.imageshack.us) and upload your .gif
5. copy the direct link to image bar, and theres the link to your animation.
6. If you want it to show your animation without having to click a link, click this button:http://img405.imageshack.us/img405/5476/mountainbuttonkw0.png and paste the link in.
yah um i made this pivot for something and i will save it as aminated giv well thats what my computer says then i press save i unckeck merge like u said but it does not show a frame delay and a shrink fram option it shows resize and super sample will you help me
